## Why this file exists

The 2026-05-28 state survey flagged the **Aceves boat ask** as having zero substrate coverage. It came up in Sam-and-planning-chat conversation but never landed in a workdir. This stub gives it a stable URL so future references don't lose the thread.

## What Sam owes the substrate to unblock
